PRESIDENT RAMOS WHO STARTED EDSA 1 AND CONTRIBUTED GREATLY IMMENSELY TO THE DENOUEMENT OF EDSA 2; CARDINAL SIN WHOSE VOICE LAUNCHED A MILLION WARM BODIES BOTH IN EDSA 1 AND EDSA 2; MY COLLEAGUES IN THE GOVERNMENT LED BY SECRETARY ROMULO HERE TODAY AND CENTRAL BANK GOVERNOR PAENG BUENAVENTURA; EXCELLENCIES OF THE DIPLOMATIC CORPS; OTHER OFFICIALS; LADIES AND GENTLEMEN:

I AM HAPPY TO BE WITH YOU AND IN THIS INAUGURATION OF THE RCBC PLAZA -- THE INAUGURATION OF THIS MAGNIFICENT BUILDING. IT IS MOST WELCOME AS IT REASSURES US THAT INVESTOR CONFIDENCE HAS INDEED BEEN RESTORED IN THE COUNTRY, AS STATED BY OUR TWO AMBASSADORS WHO SPOKE THIS AFTERNOON.

AS THE POLITICAL CRISIS HAS BEEN PEACEFULLY RESOLVED, WE FEEL THE REFRESHING BREEZES OF DEMOCRACY AND HEAR THE CRY OF OUR PEOPLE FOR GOOD GOVERNANCE IN THE PHILIPPINES.

AT EDSA 2, I SAID THAT NOW IS A TIME TO HEAL AND A TIME TO BUILD. TODAY THE RCBC AND ITS PARTNERS SHOW THEIR WILLINGNESS TO HEED THIS CALL BY HELPING BUILD NOT JUST A BUILDING, BUT MORE IMPORTANT TO HELP BUILD OUR NATION. THIS MAGNIFICENT RCBC PLAZA IS A STRONG STATEMENT OF CONFIDENCE IN THE BANKING, FINANCIAL AND COMMERCIAL SECTOR-- IT IS A MANIFESTATION OF THAT WILLINGNESS TO BUILD.

YOUR SUPPORT FOR OUR INSTITUTIONS IS ALSO EMBODIED IN THE SPIRIT OF EDSA MEMORIAL THAT WE ARE UNVEILING HERE A FINE TRIBUTE TO THE IDEALISM AND ASPIRATION OF THE FILIPINO PEOPLE EXPRESSED IN BOTH EDSA 1 AND EDSA 2.

IN FACT HE HOSTED MY MOTHER'S LAST BIRTHDAY PARTY IN JAPAN.

(APPLAUSE) WE SHOULD PREVENT SHARP FLUCTUATION IN THE COST OF MONEY AS THIS IS HARMFUL TO BUSINESS AND A DISINCENTIVE TO SERIOUS INVESTORS.

LOW INTEREST RATES, I BELIEVE ARE THE BEST PUMP PRIMING MECHANISM TO STIMULATE BUSINESS AND ECONOMIC ACTIVITIES.

TO DO THIS, WE SHALL DEVISE THE MOST EFFECTIVE WAYS AND MEANS TO TRIM DOWN THE EXPECTED BUDGET DEFICIT OF P225 BILLION TO P146 BILLION. THIS FISCAL TARGET NECESSARILY ENTAILS HARD WORK AND SACRIFICE TO REDUCE EXPENDITURES THROUGH AUSTERITY MEASURES AND INCREASING INCOME BY INTENSIFIED EFFORTS IN TAX COLLECTION.

A SMALLER DEFICIT WILL REDUCE INTEREST RATES IN TURN MAKING MORE FUNDS AVAILABLE FOR BUSINESS. THIS WAY GOVERNMENT BECOMES AN ENABLER RATHER THAN A BIG COMPETITORS OF BUSINESS IN BORROWING FROM THE CAPITAL MARKET.

PROMOTING A LOW INTEREST REGIME ALSO BUILDS UP THE FOUNDATION OF A STRONGER ECONOMY RATHER THAN EARNING HANDSOME PROFITS FROM HIGH-YIELDING TREASURY BILLS, BUSINESSMEN ARE INDUCED TO INVEST IN MORE PRODUCTIVE, JOB-CREATING AND LONGER-TERM ENTERPRISES.

THE RECENT IMPEACHMENT TRIALS HAVE REVEALED SOME INDISCRETIONS IN TRANSACTIONS OF A FEW BANKS. THESE HAVE IN TURN GIVEN CREDENCE TO REPORTS OF THE PHILIPPINES AS AMONG THE TOP 15 COUNTRIES IN THE WORLD SUSPECTED AS HAVEN FOR MONEY LAUNDERING.

WE CAN ONLY LET THIS NEGATIVE IMAGE AT THE EXPENSE OF OUR ECONOMY. WE NEED TO ACT WITH DISPATCH TO REPAIR THIS IMAGE OF OUR BANKING SYSTEM.

FOR THIS PURPOSE, I AM GIVING MY FULL SUPPORT TO THE SPEEDY IMPLEMENTATION OF THE BANGKO SENTRAL OF THE PHILIPPINES OF THE RECOMMENDATIONS OF THE FINANCIAL ACTION TASK FORCE ON MONEY LAUNDERING. THESE MEASURES INCLUDE STRICTER COMPLIANCE AND CRITERIA IN CUSTOMER IDENTIFICATION, RECORD KEEPING, REPORTING OF SUSPICIOUS TRANSACTIONS AND INTERNAL CONTROL OF BANKS.

I AM CONVENING LEGISLATIVE EXECUTIVE DEVELOPMENT ADVISORY COUNCIL. ONE OF ITS MAIN AGENDA IS HOUSE BILL 878 OR THE NEW CENTRAL BANK ACT. THIS INITIATIVE IS WORTHY OF SUPPORT AS IT STRENGTHENS SUPERVISORY CAPABILITY OF BANKO SENTRAL NG PILIPINAS AND PROMOTES GREATER STABILITY IN THE BANKING SYSTEM. IT GIVES BSP EXAMINERS ACCESS TO DEPOSITS OF MORE THAN P50 MILLION BELIEVED TO BE USED IN RELATION TO FRAUD OR IRREGULARITY.

IN OUR SERIOUS EFFORTS TO COMBAT MONEY LAUNDERING, LET ME ASSURE THAT WE ARE WARY OF POSSIBLE EXCESSES AND ABUSES AGAINST THE RIGHTS OF DEPOSITORS. THUS, WE WILL MAKE SURE THAT ADEQUATE SAFEGUARDS AGAINST ARBITRARINESS ARE IN PLACE IN THESE LEGISLATIVE INITIATIVES BEFORE THEY ARE FINALIZED AND PASSED INTO LAW.

I SEE THE RCBC AT THE FOREFRONT OF THE BUSINESS SECTOR IN FACING THE CHALLENGES OF GLOBALIZATION AS A KEY PLAYER IN OUR BANKING INDUSTRY IN THIS MILLENNIUM OF GLOBALIZATION.

WITH THE CHALLENGES PRESENTED TO US, WE NEED TO MAXIMIZE OUR COMPETITIVE EDGE IN THE FIELD OF INFORMATION TECHNOLOGY. WE NEED TRANSPARENCY AND A LEVEL PLAYING FIELD TO FREELY COMPETE IN TODAY'S GLOBALIZED ECONOMY. WE NEED A ROBUST BANKING SECTOR TO HASTEN OUR ECONOMIC RECOVERY AND SUSTAIN OUR GROWTH MOMENTUM.

WHEN I WAS SENATOR, I AUTHORIZED SOME IMPORTANT ECONOMIC LAWS OF THE RAMOS ADMINISTRATION THAT HELPED THE COUNTRY RESIST THE WORST EFFECT OF THE CURRENCY CRISIS THAT HIT THE ASEAN REGION. ONE OF THE LAWS WAS THE LIBERALIZATION OF THE ENTRY AND SCOPE OF OPERATIONS OF FOREIGN BANKS IN THE PHILIPPINES. ANOTHER LAW I AUTHORIZED WAS THE SPECIAL ECONOMIC ZONE ACT. PAVED THE WAY FOR THE DESIGNATION OF RCBC PLAZA AS AN INFORMATION TECHNOLOGY ZONE -- THE FIRST IN THE COUNTRY. AND I CONGRATULATE RCBC FOR THAT AS WELL. (APPLAUSE) IN EFFECT, CERTAIN I.T. RELATED BUSINESSES LOCATED HERE AMY AVAIL OF INCENTIVES OUR GOVERNMENT OFFERS.

MECHANISM SUCH AS THESE HELP SPUR DEVELOPMENT ESPECIALLY I N THE NEW ECONOMY NOW SWEEPING THE GLOBE. WE CANNOT BE LEFT BEHIND OR OUR PEOPLE WILL LOSE OUT IN THE STRUGGLE FOR A BETTER LIFE.

I THEREFORE CALL UPON THE LEADERS OF THE BUSINESS COMMUNITY, THE LEADERS OF THE FINANCIAL COMMUNITY TO PROVIDE A BUSINESS CLIMATE THAT WILL BE CONDUCTIVE TI OUR NATIONAL DEVELOPMENT GOALS. WE NEED INVESTMENTS, WE NEED SAVINGS MOBILIZATIONS, WE NEED TRANSPARENCY IN THE BANKING AND FINANCIAL SECTOR, AND WE NEED GOOD CORPORATE CITIZENSHIP AND SOCIAL RESPONSIBILITY.

WE LOOK TO OUR STRONG BANKING SECTOR TO HELP PHILIPPINE BUSINESS RISE ABOVE OUR CURRENT ECONOMIC DIFFICULTIES AND WIN FOR OUR PEOPLE THE REWARDS OF GLOBALIZATION. MAY OUR PARTNERSHIP AND COOPERATION BECOME STRONGER IN THE COMING YEARS SO THAT WE CAN BRING ABOUT THE PEACE AND PROSPERITY THAT OUR PEOPLE HAVE LONG ASPIRED FOR.

In a corporate world that is replete with financial scams, the Yuchengco name, for as long as we can remember is a beacon of rectitude, fairness and trustworthiness. That is why 34,000 Filipinos bought the Pacific Educational Plan (PEP) to secure the future of their children. It is very sad, to say the least, that the dreams of 34,000 parents and their children were stolen by the owners and employees of Pacific Plans. Like a thief in the night they robbed us methodically and surreptitiously of what we thought was a secure future for our children. Consider, that they engaged in some legal and financial engineering where all the Yuchengcos conveniently jumped ship, left behind the 34,000 traditional Pacific Educational Planholders, organized a new corporation, LIFETIME, where they lodged the fixed value plans. Consider further, that all the senior officers and staff of Pacific Plans were transfered to LIFETIME and left behind very few employees. Worse, they moved their offices to an innocuous place in Kamagong far from the plush offices of the other companies belonging to the Yuchengcos.

Mr. Alfonso Yuchengco, Sir, we are very sure your conscience is constantly pricking you. Do not allow the enviable reputation that you have built all these years go down the drain. For it is said, that it takes a lifetime to build one's reputation but takes only the fickleness of the moment to destroy it. (JMU)

To SEC Chairman FE BARIN:

We are sure that you were made aware that as early as 1992 Pacific stopped selling the traditional educational plan. If so, then:

1. What actions have you taken to warn the planholders about the impending financial crisis of Pacific?

2. If, as you claim, the most recent financial statement of Pacific Educational Plan submitted to SEC failed to raise the alarm bells about the company's financial situation, then somebody falsified the F.S.

3. Which external auditing company did the financial audit of the company?

4. Is it at all possible that the company failed to disclose all relevant information about the company's financial health?

5. Do we have an ENRON or an ANDERSEN situation here?

The word from the grapevine is that Amb. Alfonso Yuchengco is gravely ill and does not know what's happening with PPI or anything for that matter.
All of this has been orchestrated by his evil and greedy daughter, Helen Yuchengco-Dee.
This Helen Dee (wife of Peter Dee, a director of China Bank)is positioning herself to take over the YGC Group to the detriment of her other siblings.
She booted out her younger brother, Tito Yuchengco, as Chairman of RCBC. She's now moving to remove one of Al Yuchengco's favorite grandsons out of the family business.
She wants complete control and she wants all of it for herself.
May you die a painful death, Helen the Barbarian!!

There is a huge difference nga between the rich people and me (other than the obvious $$$). As those of you who bought Pacific Plans Inc. Educational Plan (PPEP), you now know you have been screwed. But it's business as usual for the Yuchengcos. They are just too smart for common folks who patronize their products. Instead of owning up to their mistake and rising above lesser companies like CAP, they have the gall to send letters to their PPEP customers saying they have their interest at heart, then blame the government for removing the cap on tuition and therefore have the right to leave parents who bought PPEP for their kids in a lurch. For the record, the government removed the cap in 1992. PPEP started offering traditional educational plans in 1990 and stopped in 1992. That leaves them with only 2 years of exposure for the uncapped tuition and they've been selling fixed educational plans thereafter.

I believe in karma and my day to day actions are influenced by this belief. With protestors (not nice naman admittedly) calling for the "silya elektrika" for Yuchengco and going as far as saying the recent suicide of a banker was wasted on the wrong person, there are a lot of hate feelings targeted at Yuchengco (and PPEP officers and the SEC also via text apparently). Understandably, of course, since we are not just talking about regular investments that have gone sour but the very core of what parents are working hard for: the education of tens of thousands of children, now compromised. I admire the rich who have the ability to take such massive bad karma. I can't and to those who can't either, due to decency or fear of the forces of the universe or respect for God, you'll find it darn near impossible to get rich.

yes, alfonso yuchengco is ill and has just came out of the hospital and recuperating at home. the daughter, helen dee (whose gender has always been in question), the wife of peter dee of chinabank, is behind all these. she is heartless...nothing worse than what she has done to the tens of thousands of kids who deserve the education that their parents have laid for them...she really stole ours and the kids' dreams.

i think govt is indeed doing something about this pep matter. It has gagged all media about it. just a token of news reporting for 1 to 2 days lang. that's it. Today, ted failon interviwed someone from pep and again, he as so polite "khek Khi" as if afraid of offending her. and even keep on comparing cap to pep, then adding pa that rcbc is sound etc. etc.
i really smell something fishy in all these. parang me feel so hopeless. with this kind of so obvious support, how can we still get a fair outcome?

Im an incoming 1st yr college student. I was supposed to go to The Ateneo since all my friends are there. However, because of this, I hav no other choice but to go to the neighboring school--UP. I may sound like a selfish ingrate but I came from a private school so studying in UP means letting go of the security blanket I have gotten used to all these years. :(

They should remember, they wont be able to bring it with them on their final destination.

yeah, i also have a kumare, her daughter was supposed to avail of the exclusive plan which she just purchased late last year and at a much much higher than the original price.Her dream was to let her daughter study in de la salle, she being a retired employee, used up all her retirement benefits just to be able to send her daughter to an exclusive school. Now, pacific not only took away her dreams, her daughter's dreams. Purchasing something with all her retirement funds and now, just when she will avail it, will tel her this shocking news!!! what a mess!!

Calling ABS-CBN and GMA7 - For the 2 major networks who want to outscoop the other over almost anything - now is your chance to tackle A RELEVANT and IMPORTANT ISSUE as it affects the education of thousands of Filipino children.

Now is your chance to prove your "Kapamilya" and "Kapuso" lines, by going the extra mile trying to get Pacific Plans officers and owners to be interviewed and face the music.

Needless to say, getting any of the Yuchengcos to be interviewed will be harder than electing a Pope,
then the 2 networks can use their public affairs programs to feature stories of families and students whose dreams for education have been shattered.

For those handling the PR and advertsising of the Yuchengco group, it is best for you to evaluate the timing of your releases.

This week, the Yuchengco group had print ads of Grepalife plus releases on the ratings of Malayan Insurance. Its like adding salt to open wounds when you still make them look good - while parents and students sweat it out in Kamagong -to get a check that is way below what is due.

Affected planholders do not have the machinery and the budget to come out with full page ads and releases about this investment nightmare.

So "Kapamilya" and "Kapuso" networks, it is time to step up the plate - in the interest of your viewing public.

Hopefully, the bosses of the 2 networks will find the Pacific Plans (and CAP) fiascos as worthy of their expensive airtime - considering that rubbish bold videos of local stars and Korean soap operas have so much exposure.

And if there are features on Pacific Plans and CAP planholders, the Advertising and PR firm handling the Yuchengco companies should COMPILE AND MAKE SURE THE 'ESTEEMED' FAMILY GETS TO VIEW THE SAD STORIES of those affected as a consequence of their action.

At this time of the year when most parents, (and now including their planholders) are sweating it out trying to pay for the tuition of their children, the Yuchengcos are probably on their annual cruise or vacation in North America or Europe.

ooooooH, Looks like a conspiracy somewhere, GMA and Yuchengco. if he really is sick-poor old man, didn't realize what kind of a daughter helen turned out to be. ususally it is the patriarchs who do well, the next generation used to the good like have build no character and scruples to stand on. mind all of you- they can't bring one iota of this to where ever they go in n the after life. or will there be a conspiracy there too. this is insanity. we keep on blaming the people of ppi without looking at the real reason for this fiasco. Do you really think that these people hoped for something like this to happen? instead, let's be critical! PPI is liable for this but it must not be blamed solely! we must remember that the government is the reason why schools are free to increase astronomically their tuition fees. with that, a company like ppi wont be able to cover such! so please, let's look at different sides, everyone was victimized...im also a plan holder and was saddened when i heard about this but before blaming the company (which is normal because we're plan holders), i tried to fathom the situation by reviewing the factors behind this. i just hope that we all do the same. This is not as if it was sinisterly planned by the execs and directors - well, some perhaps may have...but surely, it was also unexpected for most of them...
